CAP-001 · 20 use cases

Core proposal lifecycle (create, 10-state FSM transitions, sections, versioning) is fully implemented. Clone-for-recompete (/proposals/{id}/clone) shipped in v1.1. Section versioning, content generation routes, provenance, and generation-log all exist. UC-SEC-04, UC-SEC-07, UC-SEC-08, UC-SEC-10 now show @covers annotations per v2.4 evidence. Remaining uncovered: UC-SEC-11 (reusable content library). Multi-volume support moved to CAP-019.

CAP-002 · 10 use cases

FAR/DFARS/ITAR clause scanning, RTM matrix with coverage percentages, and export fully implemented. Gap assignment API exists (/clauses/{id}/assign). RTM auto-generate endpoint added. Missing: escalation (UC-COMP-05), manual clause addition UI (UC-COMP-10), paragraph-level linking still incomplete (UC-COMP-08).

CAP-003 · 13 use cases

All 13 UCs implemented and follow-on gaps addressed (2026-05-01). UC-PIPE-10: attachment_count added to SolicitationResponse; CitedSummaryPanel shows empty state when no artifact uploaded; CitedSummarizationService uses Redis L2 cache (TTL 7d) with in-process L1 fallback; graceful Redis degradation preserved. UC-PIPE-13: scoring boosted with NAICS exact-match (+0.15), posted_date proximity (+0.05 decay over 90d), threshold lowered to 0.35; multi_signal match_type added. E2E seed: full_pipeline scenario now explicitly handled in seed handler (maps to default seed containing PROPOSAL_DRAFT_ID in DRAFT status).

CAP-004 · 7 use cases

CLIN structure (groups, periods, line items) is fully implemented. Rollup totals work. Scope-change API (/clins/{id}/scope-changes) exists — UC-PRICE-07 has backend. Line-item API (/clins/{id}/line-items) exists — UC-PRICE-04 has backend. Indirect rate engine via org-level pools and FPRA agreements. Missing: in-app line-item editing UI (UC-PRICE-04 frontend), scope-change workflow UI.

CAP-005 · 10 use cases

Kanban task board with status columns, task creation, transitions, and overdue highlighting implemented. Ping/nudge API (/tasks/{id}/pings) exists — UC-TASK-08 has backend. Missing: full task detail form (UC-TASK-03), drag-drop (UC-TASK-05 spec fails), filters (UC-TASK-06). Real-time notifications moved to CAP-020.

CAP-006 · 7 use cases

Export dialog with DOCX/PDF format selection, status polling, and download implemented. Submission records API (/proposals/{id}/submissions) exists — UC-EXP-06 has backend. Submission-readiness check API added. Missing: section subset selection (UC-EXP-03), audit-evidence packages (UC-EXP-07 — packages route exists but evidence bundling incomplete).

CAP-007 · 8 use cases

SSO login, MFA challenge (TOTP/backup codes), password reset, access requests, and invitation flows are implemented. ITAR attestation page exists. MFA QR setup method has failures in E2E. Deep-link redirect partially working. auth.spec.ts (5 basic login tests) not listed as failing; auth-flows.spec.ts has 6 failures including MFA fallback, ITAR attestation, SSO callback.

CAP-008 · 4 use cases

BOE generation API (/line-items/{id}/boe/generate), price-to-win scenarios (/proposals/{id}/ptw-scenarios), cost export, and rate library with FPRA agreements all exist. CLIN builder with drag-drop reorder exists. Frontend CostVolumePage is functional. Integration between BOE narratives and AI generation service is the remaining gap.

CAP-009 · 3 use cases

Review rounds, comments, scores, dispositions, and AI pre-review APIs all exist. Rewrite-link traceability (/review-comments/{id}/rewrite-links) implemented. Gate checkpoints and gate-summary endpoint active. Pink/Red/Gold/White gate phasing exists in color-team-phasing.spec.ts. Frontend ReviewDashboardPage functional. Missing: full reviewer scoring UI flow, disposition-to-rewrite traceability in UI.

CAP-010 · 3 use cases

Task order intake, pre-staging, compliance matrix, turnaround timer, milestone tracking, consistency checks, and alert APIs all exist. Vehicle registry and IDIQ vehicle registry pages functional. Parent contract inheritance and rate card endpoints complete.

CAP-011 · 6 use cases

CPARS-aligned performance records with ratings, personnel, and scope areas are implemented. AI narrative generation (/generate-narrative) and relevance scoring (/score-relevance) and gap analysis endpoints exist. Frontend page functional with entry/edit forms. Missing: CPARS import workflow, search filter refinement.

CAP-012 · 5 use cases

Bid decision workflow (create, approve, submit), PWIN calculation and history, competitor tracking with sightings, pipeline analytics, model calibration, and recommendation engine APIs all exist. WinIntelligencePage shows 4-tab layout (Pipeline, Competitors, Decisions, Model Accuracy). CompetitorRegistryPage added. Missing: ML model fine-tuning pipeline, advanced competitive landscape.

CAP-013 · 6 use cases

KB asset CRUD, approval workflow, reuse-preview, and content-reuse suggestion APIs all exist. Subcontractor profiles with contacts, rates, and past-performance exist. Corporate profile with capability statements and versioning exists. Content-reuse match API enables provenance tracking. Missing: retirement/archive UI, governance workflow for ownership expiry, full reuse-in-drafting UI integration.

CAP-014 · 4 use cases

Debrief capture, learning dashboard, content library, section outcome tagging, quality scoring, trend analysis, and auto-ingest pipeline APIs all exist. Dedicated debrief pages (Capture, Detail, List) functional. Learning config page for auto-ingest settings exists. Missing: model fine-tuning pipeline integration, AI-driven content library curation.

CAP-015 · 5 use cases

SME roster, availability, conflict scanning, proposal assignments, guided interview mode (questions), micro-task decomposition, and approval APIs all exist. SMEAvailabilityPage functional. Missing: one-click SME approval UI integration, AI-drafted section handoff UI.

CAP-016 · 16 use cases

Phase 2 complete: 10 SA tables (PR #1435), 39 endpoint decorators on 31 unique paths, 5 SA pages + SaEligibilityDrawer + 37 TanStack hooks (PR #1450), 4 dispatch_* methods returning 202 with v1.0 alignment formula and provenance contract (PR #1449), seed fixtures + SCENARIOS.sa + 12 seed-constants (PR #1452), and 16 live E2E specs across both SA mode files annotated against UC-SAQA-01..07 + UC-SADR-01..09 (PR #1455). Coverage at ~85% functional pending CI-validated pass rate; UC-SADR-01..04 carry deferred-AI notes — backend dispatch is wired but full AutoGen orchestration matures in Phase 3.

CAP-017 · 4 use cases

Deployment configuration, boundary definition, data residency, deployment status, CMMC practice inventory, and SPRS score APIs all exist. DeploymentConfigPage functional with an admin route. Azure Government/GCC High and air-gapped Ollama configuration support exists in the data model. FedRAMP Moderate package and CMMC L2 self-assessment automation remain as future work.

CAP-018 · 10 use cases

Settings (user + org), admin panel (orgs, users, features, access-requests), audit explorer, analytics dashboard, proposal audit, and operational health snapshots/AI-metrics all have working APIs. ProposalAuditPage added with dedicated route. UC-SET-01 and UC-SET-04 now show @covers annotations per v2.4 evidence. live/84-analytics-trends.spec.ts added (targets UC-AN-04). Remaining gaps: feature-flag UI (UC-SET-08), rich analytics dashboards (UC-AN-01, UC-AN-04 still missing implementation).

CAP-019 · 5 use cases

Dedicated volumes backend context with full CRUD, template application, section movement across volumes, page-limit tracking, and per-volume readiness checks all exist. This was previously listed as missing (UC-PROP-08) under CAP-001. The volume API is comprehensive enough to warrant its own capability entry. Missing: live/28-page-limits.spec.ts tests page limits specifically; volume readiness UI display.

CAP-020 · 6 use cases

Notification CRUD, Server-Sent Events stream (/notifications/stream), preference management, mark-all-read, and webhook delivery APIs all exist. Notifications are integrated with task assignments, compliance events, and review cycles. Missing: in-app notification drawer rendering issues (N3-N7 fail in E2E), SSE client reconnection handling.
