Who We Are
Roessling Digital Solutions LLC (RDS) is a veteran-owned small business based in southern New Hampshire, operating from 34 NH Route 111, Suite 205, Derry. RDS provides program management and technical services across enterprise IT modernization—from business architecture through sustainment—and DoD programs, from mission analysis through fielding. Its capabilities are structured under the PTOC framework: Program Leadership & Execution, Technology & Engineering, Operations & Sustainment, Security & Compliance, and Excellence.
The senior team you meet in the proposal is the team that delivers. Each named role — program manager, architect, business analyst, engineer, sustainment specialist — owns the mission outcome they're accountable for. No layers between you and the expertise you need.
The current team comprises six senior full-time delivery personnel—specializing in architecture, engineering, cognitive science for human-AI teaming and user experience, cybersecurity, and defense business analysis—including a dedicated back-office lead responsible for human resources, finance, and DCAA-ready operations.

Wayne Roessling
Founder & CEO
Technical Leadership
Wayne Roessling is the founder and principal of RDS, bringing over 20 years of leadership across enterprise IT and defense systems engineering. His expertise spans enterprise and solution architecture, model-based systems engineering, system-of-systems design, and software development for complex, mission-critical environments. Wayne has led on-site, distributed, and offshore teams in India and China, aligning cross-functional stakeholders around clear technical and business outcomes.
Across his career, Wayne has delivered solutions for aerospace and defense, oil and gas, finance, biotechnology, and telecommunications organizations, including forward-deployed work in Baghdad with Raytheon International from 2006 to 2008. He has held U.S. SECRET clearances with the New York Army National Guard, Hazeltine, Lockheed Martin, and Raytheon, and is eligible for reinstatement with sponsorship for classified programs. His military background includes service as an 11C with the U.S. Army 1st Infantry Division at Fort Riley, Kansas, and as 11C/14M with the 42nd Infantry Division, New York Army National Guard.
Wayne holds an M.S. in Electrical Engineering, a B.E. in Electrical Engineering, and a B.S. in Computer Science — all from SUNY Stony Brook.

Grace Roessling, Ph.D.
Director, Agent Cognition and UX / Human Factors
Directs the human-AI teaming and user experience discipline within the RDS Technology & Engineering and Excellence pillars. Responsible for cognitive architecture design, UX strategy, and human factors integration across agentic platforms and defense software delivery. Ensures that AI agent behaviors, system interfaces, and automation designs meet mission-user needs, reduce cognitive load, and satisfy behavioral cybersecurity and safety requirements. Bridges the gap between machine intelligence and human decision-making, providing research-grounded methods that translate directly into compliant, field-ready systems.

Anton Tevelev, Ph.D.
VP, Software Engineering — Agentic Development
Executive leader of the RDS agentic software engineering organization, accountable for platform architecture, engineering team delivery, and technical quality across all AI-augmented software programs. Defines and enforces engineering standards, agentic design patterns, and ML integration approaches that underpin RDS’s Excellence capability pillar. Responsible for agentic harness development, multi-agent orchestration, LLM provider integration, and continuity from architecture through deployed, production-grade code. Partners with program management and solution architects to translate requirements into scalable, secure, and cost-disciplined software delivery.

Tara Benoit
Sr. Manager, Operations
Senior operations leader responsible for the administrative, financial, and human capital functions that sustain RDS program delivery and business growth. Oversees human resources, talent acquisition, onboarding, and employee relations. Manages finance, invoicing, accounts receivable/payable, and DCAA-aligned accounting and timekeeping operations. Responsible for office operations and the administrative controls framework that supports DCAA audit readiness and contract compliance. Ensures that back-office functions scale in alignment with RDS growth objectives and contractual obligations, enabling technical and program teams to focus on delivery.

Michael Ray Chavez
Director, Defense Program Delivery
Senior delivery leader for RDS DoD program execution and the primary customer-facing point of contact across active defense contracts. Responsible for program team leadership, performance against CDRLs and milestones, contract execution rigor, and the customer relationship with government program managers, contracting officers, and Contracting Officer’s Representatives (CORs). Brings 30+ years of DoD operational experience as a retired U.S. Navy Master Chief Electronics Technician (ETCM/E-9), forward-deployed contractor site management in Iraq leading a 170-person operation across two Forward Operating Bases, and current federal civilian program management at Navy installations under Portsmouth Naval Shipyard. Bridges contractor-side delivery with deep customer-side fluency — a Contracting Officer’s Representative on three federal contracts and former Senior Enlisted Advisor to general-officer command staff — so that RDS programs ship on time, on scope, and with the operational credibility DoD customers expect. Hunter Gotshall
Principal Business Analyst, Defense Programs
Senior individual-contributor business analyst embedded in defense program and agentic application delivery. Responsible for requirements elicitation, analysis, and traceability; stakeholder engagement; and delivery facilitation across Agile, SAFe, and waterfall program environments. Translates mission and operational needs into structured, actionable requirements that drive architecture, engineering, and test activities. Supports capture and proposal efforts with technical analysis, use-case development, and solution scoping grounded in operational domain knowledge. US Army Veteran.

Thomas Tawadros
Principal Agentic Engineer, Engineering
Senior individual-contributor technical leader and hands-on practitioner responsible for agentic engineering platform delivery within the RDS Excellence capability pillar. Designs, builds, and maintains agent harness frameworks, multi-agent orchestration pipelines, and LLM provider integrations that power RDS’s AI-augmented delivery model. Accountable for code quality, architecture-through-code continuity, and the engineering rigor that translates solution designs into production-ready agentic systems. Partners directly with program and architecture leads to ensure that agent capabilities align to contract requirements, security controls, and customer mission objectives.

Hands-on operations leadership for the RDS Derry, NH technical lab and customer site enablement, ensuring compliant, reliable infrastructure for CMMC L1/2 work and mission-critical delivery. Responsible for planning, procuring, staging, and deploying equipment across on-premises and cloud environments, and for aligning lab and field configurations with customer requirements and RDS Security & Compliance posture. Manages hardware and software asset lifecycle — from vendor and VAR coordination through inventory tracking, configuration baseline maintenance, and audit-ready asset records that support CMMC evidence requirements. Ensures that equipment handling, storage, and disposal procedures meet ITAR and CUI physical security controls. Delivered production systems over a 5-year program lifecycle, with accountability for architecture decisions, delivery cadence, and multi-discipline team integration — the scale of defense program delivery RDS is built to lead today.
