Who We Are
Roessling Digital Solutions LLC (RDS) is a veteran-owned small business based in southern New Hampshire, operating from 34 NH Route 111, Suite 205, Derry. RDS provides program management and technical services across enterprise IT modernization—from business architecture through sustainment—and DoD programs, from mission analysis through fielding. Its capabilities are structured under the BTOC framework: Programs & Business, Technology & Engineering, Operations & Sustainment, Security & Compliance, and Excellence.
The founder and senior engineers you meet in the proposal are the people who do the work. No layers between you and the expertise you need.
The current team comprises six senior full-time delivery personnel—specializing in architecture, engineering, cognitive science and user experience, cybersecurity, and defense business analysis—supported by a dedicated back-office lead responsible for human resources, finance, and DCAA-compliant operations.
Growth trajectory: RDS is a small, fast-growing veteran-owned business pursuing program-scale work in DoD and federal contracting. Wayne Roessling
Founder & CEO
Technical Leadership
Wayne Roessling is the founder and principal of RDS, bringing over 20 years of leadership across enterprise IT and defense systems engineering. His expertise spans enterprise and solution architecture, model-based systems engineering, system-of-systems design, and software development for complex, mission-critical environments. Wayne has led on-site, distributed, and offshore teams in India and China, aligning cross-functional stakeholders around clear technical and business outcomes.
Across his career, Wayne has delivered solutions for aerospace and defense, oil and gas, finance, biotechnology, and telecommunications organizations, including forward-deployed work in Baghdad with Raytheon International from 2006 to 2008. He has held U.S. SECRET clearances with the New York Army National Guard, Hazeltine, Lockheed Martin, and Raytheon, and is eligible for reinstatement with sponsorship for classified programs. His military background includes service as an 11C with the U.S. Army 1st Infantry Division at Fort Riley, Kansas, and as 11C/14M with the 42nd Infantry Division, New York Army National Guard, giving him first-hand understanding of operational requirements and mission context.

Raytheon ACES Program — Technical Lead (2011–2016)
$22M Advanced Cost Estimating System program at Raytheon Company. RDS's principal served as Technical Lead, directing a 13-person engineering team across solution architecture, software development, and system integration for mission-critical defense acquisition software. Delivered production systems over a 5-year program lifecycle, with accountability for architecture decisions, delivery cadence, and multi-discipline team integration — the scale of defense program delivery RDS is built to lead today. Anchor engagement for RDS's current Defense Solutions platform (SysML v2 + UAF modeling), Collaborative Machines (31-role multi-agent reasoning platform), and Cognitive Mesh (mesh coordination harness for agent-mediated SoS integration).
RTX Technology Research Center — Associate Director (2022–2025)
Led Architecture and Analytics research teams at RTX Corporation's Raytheon Technology Research Center — directing an annual research investment up to $1.5M and up to 5 cross-functional engineers across MBSE, product lifecycle engineering, ontology, and knowledge graphs for engine prognostics. Expanded the MBSE practice adopted across the research portfolio; delivered architecture roadmaps, technology assessments, and research program governance.
Raytheon Solution Architecture — Solution Architect (2016–2022)
Solutioned and governed delivery of: zero-trust network segmentation, intellectual property application replacement, export violation remediations, legacy system isolation, 13 enterprise PLM integrations, application architecture for HR, Finance, and Engineering.
Raytheon International — Baghdad, Iraq (2006–2008)
Forward-deployed technical lead for Raytheon International, delivering mission-critical software systems in an austere environment. Demonstrated ability to maintain technical delivery continuity under non-permissive conditions — directly relevant to SOCOM-adjacent and forward-deployed defense pursuits.
